Our new $212 billion state budget includes $1.3 billion toward Governor Andrew Cuomo's proposed $16 billion Empire Station Complex. There are better ways to spend this money.

The MTA missed a golden opportunity to improve commuting for LIRR riders. The old New Jersey Transit Access would have connected Penn Station with Grand Central Terminal for both NJ Transit and LIRR.

The MTA LIRR Eastside Access created two storage tracks under Park Avenue south to 38th Street. Tunneling four more blocks south and four more west would have connected Grand Central Terminal with Penn Station.

The MTA was unable or unwilling to find the funding to pay for this additional work. A simple change order to the onsite tunnel boring machine would have done the trick.

It will now cost several hundred million more for the same work. You will need a new tunnel boring launch pad for the machine and disposal of excavated underground materials.

Construction of this tunnel would have been a better investment benefiting LIRR, NJ Transit and Metro North Rail Road riders.
